They don’t have a clue. Cooke got a huge suspension because it was televised nationally and the announcers made a huge stink about it. It’s all BS and here we are with a bunch on Pens out with concussions. Make the fines a minimum of 3 games + if the player you injured is out longer with the injury you delivered. You sit until that player comes back. That will stop it.
